Summary

release the Claude Code and Codex marketplace packages as version 0.2.1
keep the shared runtime version and both plugin manifests synchronized
make the previously merged marketplace distribution available as an upgrade for existing installs

Verification

Codex plugin manifest validation
Claude marketplace strict validation
isolated Codex and Claude marketplace installations both reported 0.2.1
